Project Goals

The Jordan Village Improvement project will create an anchor destination for residents, businesses, and tourists by building a connected and beautified neighbourhood that focuses on safety, complete streets, landscape appeal, and local heritage.

Project Highlights

Some of the key improvements this project will bring to Jordan Village include:

  • New signalized intersection at King Street and Nineteenth Street
  • Pedestrian Square at Main Street and King Street
  • Integration with new Jordan Museum and existing commercial district
  • Increased neighbourhood appeal through landscaping and roadway pavers
  • Focus on investing in the local tree canopy
  • Wayfinding pillars and signage
  • Improved decorative streetlighting
  • Dedicated cycling facilities and increased pedestrian connectivity

Project Objectives

Many improvements to the existing infrastructure on Main St., Nineteenth St., Wismer St., and Twenty-First St. will be completed in order to meet the project goals.

These improvements fall under three categories and include:

1. Underground work:

  • New sanitary main servicing Nineteenth Street, Wismer Road and Main Street with the outflow on Twenty-First Street
  • Integration of new stormwater system with “Soil Cell” technology servicing all streets on the project with two (2) outflow areas:
    1. The intersection of Nineteenth Street and Fourth Avenue
    2. Into the existing outflow at Main Street and Twenty-First Street
  • New watermain servicing the area’s residents and businesses

2. Surface work:

  • Construction of new signalized intersection at King and Nineteenth Streets
  • Two (2) new three way stops along Nineteenth Street at Snure Lane and Wismer Street
  • Closing of Main Street’s access to King Street and the creation of pedestrian plaza
  • Combination of hot mix asphalt and roadway pavers for driving surfaces
  • Sidewalk construction on all streets
  • Dedicated cycle-path on both boulevards along Nineteenth Street
  • Two (2) Retaining Wall Systems:
    1. Main Street south Parking Lot
    2. Existing sidewalk along the Valley
  • New street lights on all streets
  • Construction of new roadway across from the Fire Hall - Snure Lane
  • Installation of wayfinding pillars at intersections

3. Aesthetic enhancements:

  • Enhanced electrical and street lighting component complete with ambient lights and wayfinding pillars
  • Extensive tree and shrub planting to enhance the area
  • Reconstruction and Enhancement of Existing Parking lots:
    1. Reconstruction of south parking lot on Main Street
    2. Reconstruction of parking lot next to Fire Hall
    3. New overflow lot behind Fire Hall)
  • Construction of a new road, Snure Lane

    Snure Lane, Main Street and Wismer Street

    Please be advised that beginning Tuesday, April 1, 2024, Snure Lane in Jordan will be fully closed to through traffic. Additionally, Wismer Street and Main Street will be closed following the work on Snure Lane. These closures are required to complete multiple crosswalk installations.

    What is closed and when?

    • Snure Lane (Nineteenth Street to Main Street)
      • April 1 to April 8, 2024 (Weather Permitting)
    • Main Street and Wismer Street (Nineteenth Street to Twenty-First Street)
      • April 8 to April 15, 2024 (Weather Permitting)

    Properties directly within the closure will still have driveway access; however, residents may be occasionally impacted as construction progresses. If your driveway access is blocked temporarily by the construction works, the contractor will notify you in advance. Please see the closure map below for further details.

    Project Location

    Jordan Village (Main, Nineteenth, Twenty-First, Wismer and King Streets)

    Project Update

    Construction activities will begin the week of April 1, 2024 by the contractor, Trenchline & Roads Inc., starting at the intersection of Nineteenth Street and Snure Lane. Project signboards will be installed to highlight the critical aspects of the project and notify passing vehicles that businesses will remain open during construction.

    Schedule

    Please see the attached Map of Phases to summarize the construction schedule. This project is being completed in phases to reduce the impact on businesses and residents.

    • April 2024 to May 2024 | Snure Lane, 21st and Main Street Cross Walk Installation
    • May 2024 to June 2024 | 19th Street from Snure Lane to King Street
    • June 2024 to August 2024 | King Street Intersection (from east of 19th to west of Main)

    These dates are tentative and may be subject to change as construction progresses; however, residents will be kept updated on any schedule changes throughout the project. Speak Up Lincoln will have an updated schedule as the project progresses, and detours will be posted prior to any closures. During these construction phases, expect minimal access to these areas and roads closed. Residents will continue to have access to driveways at the end of each day and coordinated by the contractor in advance of the work.

    What to Expect Next

    Construction Signs

    Signs, traffic cones and detour signage will be placed before construction starts. Before any detours, the Town will distribute notices to residents and businesses in the construction area. We will also send out information to the broader community via social media and post it to the project website.

    Crosswalk Construction (Snure Lane, 21st Street and Main Street)

    Construction activities are planned to start the week of April 2, 2024, beginning at Snure Lane, Main Street and 21st Street to complete the installation of the pedestrian crosswalks. This work must take place before continuing with construction of Phase 5 on Nineteenth Street/King Street.

    King Street Intersection Signalization and Nineteenth Street Reconstruction

    Construction activities will continue on Nineteenth Street, south of Snure Lane to the intersection of King Street. Work includes removing existing roadway features, trenching for new water and sewer mains, and installing new roadway curbs, driveways, on-street parking bays, cycle tracks, and sidewalks. In coordination with the Niagara Region, the King Street intersection will be widened and signalized with formal pedestrian crossings. Additionally, a sidewalk will be constructed on the south side of King Street connecting the intersection to St. John’s Drive.

    Please note the final layer of asphalt is planned to be placed throughout Jordan toward the end of the project. This is typical for new construction to allow for minor settlements of the base asphalt and deficiency corrections.

    Outstanding Work and Deficiency Tracking

    We aim to achieve a high standard of quality for all our construction projects. Like any large-scale work, there will likely be a list of deficiencies that need to be addressed before the project is considered complete. Additionally, completed construction work is under a one-year warranty period. Deficiencies such as inadequate workmanship or landscaping issues will be assessed by the construction inspector according to design specifications. Any confirmed deficiencies will be rectified by the contractor. Additionally, before the warranty period expires, the project team will conduct a final walkthrough to identify any remaining issues to be addressed. If you spot something that concerns you, please don’t hesitate to reach out to us. There is a good chance we have already added it to our list of deficiencies for the contractor to address, but we welcome your input in identifying specific issues. Please reach out to either the Site Inspector or Project Manager to ensure your concerns are included in our tracking system.

    Garbage Pickup Impacts

    Garbage pick-up will be as generally scheduled for property owners during construction. If required, thecontractor will carry recycling and garbage bins to a more accessible pickup location and then return your containers once emptied. The Town asks that property owners please label their garbage bins with their address before construction. Containers that are not labelled may be misplaced during this process. Unmarked bins will be marked with spray paint by the contractor.

    Frequently Asked Questions

    What are the hours of work for the contractor?

    The contractor is limited to working between 7 a.m. and 7 p.m., Monday to Friday, unless special circumstances require night work. If you have concerns about work occurring outside these hours, please contact the Site Inspector or Project Manager for clarification.

    How will my garbage pickup be impacted during construction?

    Garbage pick-up will generally proceed as scheduled during construction. If necessary, the contractor will relocate recycling and garbage bins to an accessible pickup location and return them once emptied. To avoid any mix-up, we request property owners to label their bins with their address before construction begins. Unlabeled bins may be marked with spray paint by the contractor to prevent misplacement.

    How will dust and dirt be controlled during construction?

    While construction is active, we expect a certain degree of dust and dirt. We have planned for this and have included provisions for dust control and street sweeping activities to minimize disturbances. In addition, we will work with our contractor to maintain the working area in a neat and organized fashion outside of working hours. We appreciate the community’s patience with any disruptions as we work to revitalize the area.

    Will I have access to my home or businesses during construction?

    Access to homes and businesses will generally be maintained throughout the construction period. However, there might be short instances when driveways are temporarily blocked by equipment or ongoing work. If you find your driveway blocked, you can speak to the on-site construction staff for immediate assistance. If staff are not available and you have access concerns, please contact the Site Inspector or Project Manager. For urgent issues after hours, you can reach our 24-hour public works line at 905-641-0971. There will be a short period toward the end of construction when curbs and sidewalks are being installed where driveway access will be restricted for a period. In such cases, the contractor will notify property owners a minimum of 48 hours in advance by letter including the dates of the installation. For people requiring special accommodation for a disability, please contact the Site Inspector or Project Manager.

    Will I be able to walk through the construction site?

    While the site is active for construction, pedestrian access will generally be accommodated. However, we strongly recommend against walking through the site for non-essential reasons. When navigating the construction area, please exercise caution: adhere to warning signs, steer clear of heavy machinery, and maintain visibility with construction workers and vehicles at all times.

    Will there be any trees removed as part of this project?

    While we have made efforts to maintain existing trees as much as possible through the design process, existing trees that have been identified for removal will be marked with a red “X” by a certified arborist. These trees will be inspected for nests during the nesting season, and identified nests will be safely relocated if required. During construction, tree protection fencing will be installed at critical locations to protect existing trees and roots. The Jordan Village improvement project includes an extensive tree planting and landscaping plan. The project involves planting over 150 new trees and a wide variety of shrubs, perennials, grasses, and vines. If you have concerns regarding trees identified for removal, please get in touch with the Project Manager.

    Will there be any service interruptions to my water or power?

    While we aim to minimize disruptions, short-term service interruptions may occur as we connect properties to new services. You will receive at least a 48-hour notice prior to any planned interruptions to your power or water supply. Should you experience any unexpected interruptions, please contact the Site Inspector or Project Manager. For urgent issues outside regular working hours, our 24-hour Public Works line is available at 905-641-0971.

    What are the paint markings and flags placed around the site?

    A necessary part of the construction process is getting locates for all the underground utilities and infrastructure; the law also requires it. Part of this process involves owners of the utilities placing paint and mini flags; however, homeowners and businesses do not need to maintain these markings, as a paper/electronic copy is available to the contractor. Test pits will also be performed to verify the location of utilities at critical crossings. This process minimizes the potential for any damage to existing utilities and infrastructure during the construction phase.

    Recent Work Completed (Previous 2 Weeks):

    • Main Street Phase 4B (Lincoln Museum North):
      • Completed remaining water service connections and decommissioned old watermain.
      • Completed sanitary service cleanout installations.
    • Main Street Phase 4C (King Street to Lincoln Museum):
      • A significant milestone – underground infrastructure is now complete, including watermain, storm sewers, and sanitary sewers. Additionally, Jordan Village is now serviced by a complete loop of a new watermain on Main Street and Nineteenth Street.
      • Completed 3750 Main Street parking lot retaining wall.
      • Completed additional tree pits.
      • Initiated road excavation.
    • General:
      • Streetlight installation.
      • Completing landscaping and addressing deficiencies.


    Expected Work (August 3 to August 18):

    • Main Street Phase 4B (Lincoln Museum North):
      • Complete paver installation on boulevards.
      • Complete on-street parking and driveway restorations.
