Recent Work Completed:
- Wristen’s Home Specialties (WHS) has completed pre-construction property inspections.
- Utility locates have been completed to identify underground infrastructure for the contractor. Please note these markings will be refreshed occasionally as part of the construction process and do not indicate locations for proposed work.
- Site office trailers have been delivered to the public parking lot behind the Fire Hall.
- “Project Information” Signs and additional “Businesses are Open” signs have been installed to inform passing vehicles of the project and that all businesses will remain open during the construction.
- Tree Protection was installed on Twenty-First Street, Wismer Street and Nineteenth Street north of Wismer Street.
- Twenty-first Street has been temporarily closed to vehicle access to enable construction; see attached road closure notice which has been circulated to the public. Signs, traffic cones and detour signage have been placed throughout the area as needed.
- The existing road has been pulverized on Twenty-First Street, Wismer Street, and on 19th Street north of Wismer Street.
Two-Week Look Ahead:
- Test pits are to be completed at various key locations to measure the exact depth of underground infrastructure. Note these test pit’s generally take just a few hours to complete, locations will be immediately restored once the measurement has been completed.
- Underground work on Wismer Street to commence, including sanitary sewer, storm sewer, and water main work. Please note you will be notified a minimum of 48 hours in advance of any planned service interruptions, and we will work with property owners to minimize any disruptions.

Jordan Village Improvement Project | Road Closure Notice
Jordan Village Improvement Project Road Closure Notice Twenty-First Street, Main Street, Nineteenth Street, Wismer Street
Dear Resident,
Please be advised that beginning Monday March 28th , 2022, Twenty-First Street from Main Street, including the intersection, to 300m west of Main Street will be fully closed to through traffic. Additionally, Wismer Street and Nineteenth Street will be closed to through traffic, allowing local traffic only. These closures are required due to the complete reconstruction of the street.
The full closure on Twenty-First Street is expected to be in place until May 9 th , 2022. Following this, Twenty-First Street will be reopened for vehicle access. Local access only road closures on Wismer Street and Nineteenth Street are expected to be in place until December 2022.
Properties directly within the closure will still have driveway access; however, residents may be occasionally impacted as construction progresses. If your driveway access is blocked temporarily by the construction works, the contractor will notify you in advance.

PROJECT UPDATE
During the past couple of months, the Project Team has been working on preparations for construction.
Construction activities have begun the week of March 14th, by the contractor, Trenchline & Roads Inc., starting at the intersection of Twenty-first Street and Main Street. Project signboards are being installed to highlight the critical aspects of the project and notify passing vehicles that businesses will remain open during construction. Site trailers are also being delivered and will be located in the empty town lot behind Fire Station 4.
Wristen’s Home Specialties (WHS) have begun third-party pre-construction property inspections on March 10th. If you have not scheduled your property inspection, we recommend contacting WHS at (905) 538-8700 to schedule your free inspection.
The Town of Lincoln is excited for this transformational project to kick off and fulfill the vision for Jordan Village to become an even more vibrant and connected part of the community and a premier tourist destination.

Jordan Village Improvement Project Re: Sump Pump Plumbing and Outlet Modifications
Dear resident:
As part of the Jordan Village Improvement Project, all roadside ditches will be eliminated along Main and Nineteenth Streets and replaced with curb, gutter, and storm sewer. As such, all residents with a sump pump outlet that discharges to the existing ditch will need to alter their plumbing to ensure that their sump pumps will discharge to grade as per the Town standard on the reverse side of this notice.
Considering the Town’s project has prompted residents to complete this work, the Town is offering to reimburse residents up to $500.00 for the cost of plumbing modifications.
To qualify for expense reimbursement, the sump pump plumbing must be rerouted over the foundation wall, with a breather and splash pad installed per the Town’s standard provided by May 2nd, 2022. Once the work is completed, residents can schedule an exterior inspection and submit their receipts. Provided the plumbing inspection is successful, the Town will send payment by cheque within four weeks of your completed inspection.
Please note residents can find qualified plumbers Niagara Construction Association at niagaraconstruction.org for a list of qualified local plumbers who can complete this work or any local licensed plumber.

PROJECT UPDATE
During fall of 2021, the Project Team has been working on important planning and background work in preparation for the construction phase. The Town has received a preliminary schedule from the contractor, Trenchline & Roads Inc., and are planning for a March 10, 2022 start date (weather permitting).
Some pre-construction activities will be starting in February 2022. Please keep an eye on your mailboxes and Speak Up Lincoln (speakuplincoln.ca/jordan-village-improvement-project ) for updates.

Jordan Village Improvement Project
Project location: Jordan Village (Main, Nineteenth, Twenty-First, Wismer and King Streets)
PROJECT UPDATE
On September 29, 2021 the Town of Lincoln Council awarded the Jordan Village Improvement Project to Trenchline & Roads Inc - officially kicking off this exciting project! Residents and businesses can expect to see project mobilization activities starting in the next few weeks. There are extensive requirements before the actual work starts, and further communication will be forthcoming including tentative construction schedule and pre-construction surveys.
The Town of Lincoln is excited for this transformational project to kick off and fulfill the vision for Jordan Village, to become an even more vibrant and connected part of the community and a premier tourist destination.
Cost savings were found to ensure affordability without compromising the vision of the project. Some of the key features you will still see in this project include:
- original design of plaza and monument;
- boulevard pavers for the full length of Main Street;
- decorative crosswalks and plantings throughout the project; and
- pedestrian/cyclist facilities along Nineteenth Street.
WHAT TO EXPECT NEXT
Utility Locates
A necessary part of the construction process is getting locates for all the underground utilities and infrastructure; it is also required under the law. Part of this process involves owners of the utilities placing paint and mini flags; however, homeowners and businesses do not need to maintain these markings, as a paper/electronic copy are available to the contractor.
This process minimizes the potential for any damage to existing utilities and infrastructure during the construction phase.
Test-pits will also be performed to verify the location of utilities at key crossings.
Pre-Construction Surveys of Buildings A Pre-Construction Survey (PCS) consists of a review of a property adjacent to a site where construction activities are about to begin. The goal of the survey is to visually identify all existing signs of interior and exterior damage; they also identify signs of structural settlement before construction begins. A PCS can protect the property/business owner and the contractor of the site where construction activities will take place. Next step: As we get closer to construction, the contractor’s designate, Wristen’s Home Specialties (WHS), will be reaching out to set up an inspection of your property. Due to COVID-19 restrictions, the option is available to have an exterior-only inspection performed. Please note that the information gathered stays with the third party and the contractor, and the Town of Lincoln does not have access to any information unless a claim is filed to protect your privacy.
Surveys
You might see survey crews verifying property limits and confirming layouts over the next few weeks.
Mobilization
Signs, traffic cones and detour signage will start to be placed before construction starts. Prior to any detours, the Town will distribute notices to residents and business in the construction area. We will also send out information to the broader community via social media and posting to the project website.

The Town of Lincoln is delighted to announce the public opening of the new Lincoln Museum and Cultural Centre: Home of the Jordan Historical Museum of the Twenty on Saturday, July 24, located at 3800 Main Street, Jordan Station.
The new facility located in the village of Jordan was designed to properly house the artifacts and exhibits that showcase Lincoln’s uniqueness within the region of Niagara. The Museum was funded by both public funds and private contributions from businesses and individuals. This project was funded in part by the Government of Canada through Canadian Heritage's Canada Cultural Spaces Fund.
