Project Update

Durham Road will be fully closed to through traffic for road excavation as part of the Durham Road Reconstruction Project.

Date / Time: June 26 to October 2024 (weather permitting)

What is closed and when?

  • Full Closure: South Service Road to 150 meters South of CNR Tracks
    1. June 26 to October 2024 (weather permitting)
  • Partial Closure, Local Access Only, Businesses Open and Deliveries Accepted: King Street to 150 meters South of CNR Tracks
    1. June 26 to October 2024 (weather permitting)

Properties directly within the closure will still have driveway access; however, residents may be occasionally impacted as construction progresses. If your driveway access is blocked temporarily by the construction works, the contractor will notify you in advance.

Project Background

Durham Road has been identified as a critical corridor on the Town's Alternate Truck Route network in Beamsville and is adjacent to the new West Niagara Secondary School on King Street near the Grimsby border. These new conditions, in combination with the existing land-uses on Durham Road, require the roadway to be reconstructed to a standard that can accommodate increased vehicular and heavy truck traffic.

Project Description

This project involves reconstructing Durham Road from King Street to South Service Road.

The Town's Transportation Master Plan (TMP) assessed short-term solutions to find viable routes to redirect truck traffic from the downtown area of Beamsville, recommending that Durham Road become an alternate truck route.

Proposed Construction Improvements

  • Complete road reconstruction on Durham Road between King Street and the South Service Road to a standard suitable for heavy truck traffic.
  • Intersection improvements at King Street and South Service Road to improve truck turning movements.
  • Active Transportation review and coordination at the King Street intersection.
  • Roadway illumination.
  • Drainage and stormwater improvements, including ditches, etc.
  • CNR at-grade crossing improvements as required.
  • Landscaping and tree planting improvements.
  • Utility relocations as necessary.

Residents will receive an invitation to attend a public consultation through a Public Notice. And will have the opportunity to provide feedback on the project. Please continue to check in with this page for further updates.

    In 2021, The Town of Lincoln, together with Niagara Region, conducted a study to evaluate the potential for a truck diversion route that would deter truck traffic away from downtown Beamsville. The report also included recommendations for implementation. The Truck Diversion Study was conducted as a subsidiary report to the Towns Transportation Master Plan (TMP) that was completed in 2019. Ultimately, the study proposed a plan to redirect truck traffic to Durham Road and Bartlett Road and to complete geometric improvements at specific intersections to enhance operational and safety requirements. 

     

    As part of the implementation, Bartlett Road and Durham Road was recommended to be reconstructed to meet the standards required for frequent and heavy truck traffic. Durham Road is currently under construction as the first phase of the Truck Diversion Study. Bartlett Road has been included in the Towns mid to long-term capital planning strategies, which proposes to reconstruct the road from King Street to the South Service Road.

     

    Upon completion, strategic signage will be installed to help guide trucks to their designated routes. This may include permissive signage for routes that are restricted to truck traffic, along with promotion on the Town of Lincolns website.

    The Town’s Transportation Master Plan (TMP) assessed short-term solutions to find viable routes to redirect truck traffic from the downtown area of Beamsville, recommending that Durham Road become an alternate truck route.

    Following the TMP recommendations, the Town recently completed the Beamsville Truck Route Implementation Study outlining a preliminary design strategy that recommended Durham Road be upgraded and reconstructed.

    Thank you for your inquiry.  Mountainview Road is accessible by either of the following:

     Travelling East on Queen Elizabeth Way (QEW): 

    • Exit the highway at Bartlett Avenue (Exit 68)
    • Turn left on South Service Road (SSR)
    • Follow SSR under the Mountainview Road bridge
    • Turn right on Mountainview Access Road
    • Turn left on Mountainview Road and follow south

     

    Travelling West on Queen Elizabeth Way (QEW):

    • Exit highway at Ontario Street (Exit 64)
    • Follow the North Service Road (NSR) past Ontario Street
    • Follow NSR under the Mountainview Road bridge
    • Turn right on Mountainview Access Road
    • Turn right on Mountainview Road and follow south
