The Town of Lincoln is in the process of reviewing its Community Improvement Plans (CIPs).The Town currently has five Council-approved CIPs that provide grants for various projects ranging from restoration and improvements for designated heritage buildings to grants for investment attraction and job creation, as well as one focused on mixed-use and residential intensification. The focus of the review is the Beamsville, Vineland and Mixed-Use CIPs.
The goals of the review are to:
increase affordable housing options;
encourage environmental sustainability;
encourage more focused and strategic investments in identified key areas of the community;
place greater emphasis on urban design and built form.
The CIP review will reflect the needs of the community, provide information on CIP incentives of other municipalities, review best practices, and include a financial analysis.
On February 28, 2022, the Committee of the Whole considered Report AD-02-22 which provided a summary of best practices, a summary of the public and stakeholder consultation from the initial surveys as well as the draft revisions to the incentive programs.
On Monday July 4, 2022, the Committee of the Whole will consider Report AD-11-22 which will provide an update on the financial analysis of the community improvement plan financial incentive programs, and it will provide for information purposes, a draft Attainable Housing and Mixed-Use Community Improvement Plan. The draft CIP will be received for information. The draft CIP will be the subject of a public meeting and subsequent reports to Council at a later date.
