Project Background

William Street and surrounding neighbourhood streets (Highland Park Drive, Glenwood Drive, Robbie Burns Drive, and Charles Street) are in poor condition and require full road reconstruction to meet current urban standards. In addition, the watermain and sanitary sewer systems in this neighbourhood are outdated and require full replacement. The design will also review opportunities to improve traffic calming, streetlighting, and connectivity of the community.


Project Description

This project involves the detailed design and complete reconstruction of William Street, Highland Park Drive north of Elizabeth Street, Glenwood Drive, Robbie Burns Drive, and Charles Street.


Key project elements include:


  • Approximately 2.0km of reconstructed roadway to meet current urban standards including curb and gutter with storm sewers
  • Approximately 2.0km of new or improved active transportation facilities including sidewalks and improved road surfaces at a minimum
  • Approximately 2.0km of new 150mm diameter PVC watermain
  • Approximately 1.5km of new 200mm diameter PVC sanitary sewer
  • Traffic calming initiatives
  • Landscaping and tree planting improvements
  • Review and upgrade streetlighting (as required)
  • Utility relocations (as required)

The project will align with several of the Town’s existing plans, including:

Residents will receive an invitation to attend a public consultation through a Public Notice. The public consultation will provide residents with the opportunity to provide feedback on the project. Please continue to check this page for further updates on the project.

    Hello, thank you for your excitement and question.

    Our goal is to preserve the Town's urban tree canopy to the greatest extent possible. We intend to use specialized construction techniques that allow us to work underground without open trench digging, helping us to keep mature trees in place during service line replacements. 

    During the design phase, we will carefully examine any mature trees that might be affected and develop strategies to protect them. If tree removal becomes necessary, we will engage directly with affected residents to discuss the situation.

    Thank you for your questions. We do not anticipate converting above ground utilities to underground during this project. The primary focus of the project is infrastructure renewal and improving active transportation connectivity in the community. Relating to the sidewalk, we will be evaluating specific locations during the design process. We're planning a Public Information Centre next spring to offer more specific information to individual properties and to engage with residents on these plans.

    Hi, thanks for your question.

    We're still in the early stages of design for this project, and we're planning a Public Information Centre next spring to offer more specific information to individual properties like yours and to engage with residents on these plans.

    Regarding sidewalks, we are currently evaluating active transportation options, which includes considering the addition of sidewalks on Highland Park Drive. 

    On the subject of tree removal, the project involves a detailed review by a certified arborist. Our aim is to preserve the Town's urban tree canopy as much as possible. Some trees may need to be removed or relocated due to construction needs, and any public trees identified in poor health could also be removed and replaced. We will be introducing new tree plantings where suitable to ensure overall tree canopy is maintained or improved.
