2022 Road Rehabilitation Program

The 2022 Road Rehabilitation Program focuses on addressing roads in poor condition as well as keeping good roads good, by actively maintaining the pavement. This balanced approach works to repair deteriorated roads while preventing the deterioration of good roads in the future - keeping the good roads good while not forgetting about the bad roads.

A total of approximately 7 km of roads will be the focus of the 2022 program.

Road Rehabilitation efforts will include:

  • Replacement of culverts that are currently failing, or have the potential to fail in the near future;
  • Primary focus on cross culverts under roadways;
  • Culvert replacements will take place prior to road rehabilitation. Tintern Road will be pulverized and graded followed by the application of surface treatment.
  • Rehabilitation of urban roads includes milling of existing asphalt, placement of new hot mix asphalt and spot curb repairs.

Roads will remain open during all stages of the rehabilitation process. A notification will be sent to all residents that live on any of the proposed roads closer to the start date of construction.

    Is there opportunity to add roads for suggestion? William St, Beamsville and Highland Park Drive (between William and Elizabeth) are some of the worst roads in Niagara.

    Thank you for your suggestion. The underground infrastructure on Highland Park Drive from Elizabeth Street to William Street is aging and needs replacement. The road resurfacing will not be completed until the infrastructure upgrades are completed, which are proposed within the next 5 years, pending budget and Council approval. In the interim, Roads Operations Staff will continue to monitor the road for potholes and address them as needed.

    Just wondering when 19th Street from 4 th Avenue to Jordan Station will be done and also Tallman Street . These are roads that are well travelled and are like patchwork quilts. You need a car align,ent after travelling any distance.

    Thank you for your question. Both 19th Street and Tallman Drive are scheduled to be reconstructed in 2026, however timing is subject to Council approval.

    I am inquiring as to when the completion of the 19th Street (between Glen Rd and 6th Ave) will be completed? The portion above the escarpment has been completed but the most critical section (escarpment face incline) has not been done and continues to decline. It has become extremely dangerous as 19th is also the declared heavy truck diversion route off Glen Rd due to Glen Rd erosion. Truck traffic going from the QEW to Victoria #24 South take this route (Jordan Rd to 19th to 8th Ave to Victoria and vice versa). At present any trucks now have to drive over the centre line when driving the incline section due to heavy side settling and risk of tip-over. I was told there would be follow-up early 2020 but that never happened. 50km/hr signs have been placed top and bottom to slow traffic which is a start towards safety. This needs to be addressed. Look forward to hearing any updates on this particular site. Thanks.

    Thank you for your comments. Nineteenth Street from the top of the hill to Glen Road is scheduled for road improvements for 2025, pending Council approval. In the interim, Roads Operations Staff will continue to monitor the road for potholes and address them as needed.

    Could we have Hillside Drive and Aberdeen Road paved in Beamsville? That road is horrendous to drive down, there are too many pot holes!

    Thank you for your comments. Hillside Drive and Aberdeen Road (north of Hillside Drive) are slated for road improvement in 2023, pending budget approval.     You have repaved two sections of Nineteenth St. In Jordan Station, north of Fourth Ave. Can you finish the rest of the Street up to Red Maple Ave?

    Thanks for your question. This section of road is identified within the Town’s current 10-year plan. The timing is dependent on the completion of the Jordan Village Improvement project, Jordan Station development and Red Maple construction. Once these projects are complete, the Town will repave Nineteenth Street between Red Maple Avenue and Fourth Avenue.

    Is there a plan to pave Schram Road? The city puts gravel down more than 3x a year on the road and it would seem a better investment to pave.

    After 30 years of requesting the town to repair our dangerous sidewalks they are redoing our street. They have move three utility boxes onto my front yard. A huge green box in front of my front window. They installed a fire hydrant on my neighbour's yard. They complained so the town is moving it onto my front yard. Why do I get four unsightly structures on my yard when there is an empty fuel across the road? I am surprised that the fire hydrant is going on my yard as well. That will make four service structures on my front yard. Wow! That seems excessive. I understand that was in somebody’s plan. Somebody who doesn’t live here on there property. I am not sure that just because somebody made a bad plan it needs to be a lavished followed. Is there no other way? Respectfully yours Thom

    Thank you for your inquiry. Various utility companies utilize the Town of Lincoln right-of-way for services. Placement of those services is dependent on many factors, including horizontal and vertical clearance from existing underground services, trees, hydro poles, culverts etc., and proposed alignments are reviewed for the efficient and organized usage of the right-of-way. The Town tries to place services strategically; however, situations may arise when other utility companies may require the use of the right-of-way resulting in multiple utility structures adjacent to your property. This project will not include any hydrant relocation work regarding your hydrant relocation question.

    What about Highland Park Drive from Robbie Burns to North of Elizabeth?? This neighbourhood is much older and the roads are in much worse condition than the Carriage Rd area! And William Street!! Both streets have gravel coming to the surface and all you do is patch the holes - poorly I might add. Then you cut into our front lawns and pour gravel. What for, I don’t know, but it looks like crap now. Yeah, tell me you care about our roads. Only those roads where a councillor lives it seems.

    William Street in Beamsville is in really bad shape. It has a number of pot holes and really needs to be resurfaced. When is expected that this street will receive any maintenance?
