Project Update

Town of Lincoln staff recently met with Phelps Homes to re-initiate the construction of the storm sewer. Phelps Homes and their contractor, Trenchline and Roads are putting together the final pieces of documentation and permits with construction anticipated to commence in mid-October 2023.

Once a firm construction schedule is confirmed, residents within the construction zone will be provided notification of the proposed construction start date.

Next Steps

  • Residents will receive a notice detailing the construction process and how it will impact their property.
  • Residents will have an opportunity to review the preliminary design drawings and construction phasing plan for the entire urbanization project (Phase 2).
  • Residents will be able to provide feedback on the project and will receive an invitation to attend a public consultation through a Public Notice. Please continue to check in with this page for further updates.
  • Public consultation for the complete urbanization is expected to occur in 2025 or after the Royal Maple development is completed.

Project Background:

In response to existing area drainage concerns and the need to accommodate the planned Royal Maple development, the Town has completed the detailed urbanization design for the Jordan Station area. The road reconstruction work is deferred until 2025. The storm sewer (Phase 1) works will commence separately to support the development by providing a proper stormwater outlet for the area to ensure the existing residents are not negatively affected impacted.

Project Description:

To facilitate the construction of the storm sewer in advance of overall road construction, Phelps Homes Ltd. has entered into an external works agreement with the Town as part of the comprehensive site plan for the Royal Maple development. Trenchline and Roads Inc. will construct the storm sewer under a separate contract led by Phelps Homes. The Town will be involved throughout the construction, providing general project oversight and resident communication.

Proposed Storm Sewer Construction Improvements (Phase 1)

  • Storm sewer installation
  • Catch basin leads (future use)
  • Sump pump lateral connections (future use)
  • Asphalt trench reinstatement

Proposed Road Construction Improvements (Phase 2)

  • Replacement of watermain
  • Complete road reconstruction and road widening
  • Concrete curbs and gutters
  • Catch basin and sump pump final connections
  • Sidewalk installation
  • Upgraded roadway illumination
  • Drainage improvements, including new culverts
  • Landscaping and restoration

    Royal Maple Development | As part of the project, the land developer has assessed various trees on site that will be affected by construction. Any trees deemed at risk will be safely removed. The site plan outlines that for every 1 tree removed, 4 will be planted. Town staff are committed to the health of our tree canopy and will ensure proper plantings throughout this project.
