Next Steps

Based on the results of the PIC, the project team is prepared to move forward with completing the design. However, the project will be paused at the 90% design stage of the project and will be finalized in the year of construction which is currently scheduled in the Town’s capital plan for 2031, subject to Council approval.

Project Background and Description

The Frost Road bridge is located approximately 140 metres North of Spring Creek Road and crosses over Spring Creek. The bridge was originally constructed in the 1920’s and displayed severe signs of deterioration.

In 1995, failure of the south abutment occurred, and it was determined that rehabilitation of the structure was not possible. This incident prompted immediate closure of the bridge. Given the cost implications and low vehicular volumes on Frost Road, it was decided that replacement would be deferred, and the bridge would remain closed until future removal and/or reconstruction.

In 2018, the steel girder bridge and top half of the superstructure was prompted to be removed due to concerns for public safety. Frost Road has since remained closed to through traffic.

Proposed Construction Improvements

To align with the Transportation Master Plan and Active Transportation Strategy, the Town is prepared to replace the Frost Road Bridge at Spring Creek. This will include the following:

  • New Single Span Precast Concrete Rigid Frame Arch Bridge Structure.
  • Designed for a 75-year design life span.
  • Restoring the link between Yonge Street and Spring Creek Road.
  • Accommodate future considerations of the Town’s Transportation Master Plan (TMP).
  • Proposed wider cross section to meet the Active Transportation Strategy (ATS).
  • Restore safety and provide access to a previously closed road.

The installation of the Frost Road Bridge will meet the long-term objectives of the TMP and ATS to further connect to the primary linkages of the Towns active transportation network. Currently, the year of construction is undetermined and will be dependent on future budget deliberations.
