If you still have a question, please submit it in the Questions section below.&nbsp;<h2>The New Hospital</h2>West Lincoln Memorial Hospital (WLMH), a Hamilton Health Sciences hospital, is being rebuilt to accommodate the growing health care needs of west Niagara&rsquo;s communities. Public support of the new hospital has been overwhelmingly positive, as local residents acknowledge this important endeavour and have demonstrated unwavering commitment to this redevelopment project.<h3>Proposed New Name: West Niagara Memorial Hospital</h3>The Mayors of the Town of Grimsby, Town of Lincoln, Township of West Lincoln and the Chair of Niagara Region have submitted a request to Hamilton Health Sciences to change the name of the new hospital to West Niagara Memorial Hospital. The municipalities, region, WLMH Foundation and HHS are sharing information about the process with the community in support of this request.The proposed new name not only aims to better reflect the geography in which the hospital is located, but also more accurately represents the broader communities the hospital serves. Similarly, including &ldquo;West Niagara&rdquo; in the new name follows recent precedent in naming other community infrastructures, such as the West Niagara Secondary School and the West Niagara Agricultural Centre &amp; Fairgrounds. Hospital construction live feed<h3> </h3><h2>About the WLMH Rebuild</h2>The WLMH redevelopment project is currently in the construction phase after breaking ground in spring 2022. The new hospital is being built directly behind the existing building located at 169 Main St. E, Grimsby.WLMH provides both inpatient and outpatient services, including emergency services, complex and palliative care, surgery, and maternal and newborn care. The new hospital will be approximately 80 per cent larger than the existing hospital, and enhance patient capacity, comfort and care throughout.The new, modernized facility will support the community&rsquo;s evolving health care needs and the workforce&rsquo;s ability to provide exceptional care. Hospital Renaming: West Niagara Memorial Hospital 

The Jordan Village Improvement Project is a major undertaking by the Town of Lincoln to rebuild and improve the infrastructure in Jordan Village. The project will include low-impact development construction techniques and features to reduce factors of climate change. The project is expected to encourage active transportation and to enhance the area for residents, businesses and visitors.

Rotary Park’s development on the 3.66 acre parcel of parkland adjacent to the Fleming Memorial Arena (Fleming Centre) is a multi-phased project that will form the Town of Lincoln’s second destination park. The park is located at 5020 Serena Drive in Beamsville and began with the Phase I skatepark and pump track which was completed in the Fall of 2020. Phase II will break ground in the Spring of 2021 and is expected to be completed in the Fall of 2021.

In April 2019, Town of Lincoln Council passed a resolution regarding truck safety in Lincoln. Traffic safety and speed reduction strategies are a high priority for the Town, and we continue to respond to residents&#39; concerns about improving road safety throughout the community.The Town&rsquo;s Transportation Master Plan developed a comprehensive Traffic Calming Policy to guide the implementation process of traffic calming/speed reduction measures for the Town. The ultimate goal of these actions are to improve the livability of neighbourhoods for all users.Staff will be providing regular updates to Council through the Committee of the Whole, currently on a quarterly basis.Staff will continue to work closely with the Niagara Region, Niagara Regional Police Service, the Ministry of Transportation and other agencies on multi-stakeholder and multi-agency strategies to ensure improving traffic and truck safety remains a high priority in Lincoln.The Town has implemented several traffic safety initiatives throughout Lincoln, including community safety zones, pedestrian crossovers, and speed humps. To read more about these initiatives, see below.<hr>COMMUNITY SAFETY ZONESCommunity Safety zones are areas of a roadway designated under the Highway Traffic Act where public safety is of special concern. These zones are often located in areas close to community centers, such as recreational facilities, schools, nursing homes, and more.Signage is placed along the community safety zones to alert drivers to the beginning and end of a roadway designated as a community safety zone. The rules of the road do not change within a Community Safety Zone, but fines for improper roadway use (speeding, traffic signal violations, etc.) are increased and often doubled.The goal of a community safety zone is to modify driver behaviour to improve safety on these sections of road for all users.The Town of Lincoln has amended the Traffic by-law to designate the following areas of roadway as Community Safety Zones:<ul><li>Serena Boulevard between Ontario Road and Alyssa Drive</li><li>Fourth Avenue between Nineteenth Street and Jordan Road</li></ul><hr>PEDESTRIAN CROSSOVERS (PXOs)A pedestrian crossover is a type of crossing that requires vehicles to stop and allow pedestrians to cross the road. They are typically installed on low to moderate volume roadways with speeds at or below 60km/hr.Pedestrian crossovers have specific pavement markings and crossing signs. Pedestrian crossovers may have illuminated overhead lights / warning signs and pedestrian push buttons. Drivers and cyclists must stop behind the yield line and wait until the pedestrian has completely crossed the road and is safely on the sidewalk before proceeding.All road users (pedestrians, motorists, cyclists) must obey pedestrian crossover rules at all times of the day and night.Motorist Responsibilities <ul><li>Be prepared to stop your vehicle for pedestrians as you approach a pedestrian crossover</li><li>Be alert upon approach of a pedestrian crossover</li><li>Stop your vehicle behind the yield line</li><li>Make eye contact so the pedestrian sees you</li><li>Wait until pedestrian completely crosses the road before proceeding</li></ul> Pedestrian Responsibilities<ul><li>Be alert to other road users before entering a pedestrian crossover</li><li>Indicate intention to cross</li><li>Wait for traffic to stop</li><li>Make eye contact to ensure drivers see you</li></ul>Cyclist Responsibilities<ul><li>When riding with traffic, follow rules for motorists</li><li>When crossing, follow rules for pedestrians; dismount and walk your bike across</li></ul>Fines and PenaltiesMotorists and cyclists may face a fine of $1,000.00 for disobeying the rules of a pedestrian crossover. Motorists may also face four demerit points.In addition to these penalties, aggressive or careless drivers who put themselves and other road users (other motorists, pedestrians, cyclists) in danger may be charged with careless driving and will be subject to additional penalties and fines.For more information regarding pedestrian safety, rules, and responsibilities at pedestrian crossings, <a href="http://www.mto.gov.on.ca/english/safety/pedestrian-safety.shtml">visit the Ministry of Transportation website</a>.<hr>SPEED HUMPSThe Town is in the process of hiring a contractor to install several speedhumps on areas of road that have received complaints from area residents regarding the speed, the volume of shortcutting traffic, and driver non-compliance.The following permanent speedhumps are scheduled for installation in late spring 2021 (weather permitting):<ul><li>Four (4) on Ashby Drive between Cherrywood Drive and Hillside Drive</li><li>Four (4) on Garden Gate Terrace between Greenlane and John Street</li><li>Two (2) on Central Avenue between John Street and May Street</li></ul>The Town will continue to accept input from residents regarding other areas of traffic safety concern. Temporary speed humps may be installed throughout Lincoln based upon community input and concern. In these cases, further investigation into the area of concern will be completed to determine if any permanent traffic safety measures should be installed.The Town will be installing the following temporary speedhumps in late spring 2021 (weather permitting):<ul><li>Two (2) on Highland Park Drive between Kayla Drive and Stadelbauer Drive</li><li>Three (3) on Stadelbauer Drive between Highland Park Drive and King Street</li></ul><hr>

Traffic Safety

Climate change is already having an impact on global economies, communities, and built and natural environments. It remains the most significant global threat to quality of life and security – for current and future generations. Bold and collective action at global, national, and community levels is required to effect change, build resilience, mitigate future threats, and ensure a prosperous future for generations to come. The Town of Lincoln aims to take such action and contribute to the global shift towards sustainable growth and resilience. The Corporate Climate Adaptation Plan (CCAP) has been developed by the Town of Lincoln as a guideline to support and inform climate adaptation at the Corporate municipal level.
