With the emergence of the COVID-19 pandemic, the Town of Lincoln has recognized that internet connectivity and adequate broadband access have become essential for all residents and businesses across our community. It is safe to say that almost all residents and businesses in the Town currently have access to internet in one form or another. However, the speed, quality, reliability, and cost of each connection can vary significantly.

The Town is welcoming infrastructure investments from telecommunications service providers and will be working closely with upper levels of government to help improve broadband access across our community.

As new broadband investments continue to occur in Lincoln, Town Staff will provide up to date news and announcements being completed throughout the Municipality. Please see current expansions below:




Broadband Expansions

The Town is working with Internet Service Providers to expand broadband service in Lincoln. For businesses in all sectors, having adequate high-speed internet access is integral to helping deliver products and services.


NWIC Next Generation Wireless Network

On May 2, 2023, Niagara Wireless Internet Company (NWIC) announced the completion of their Next Generation Wireless Network infrastructure investment in Lincoln, serving the majority of Beamsville, Vineland and Jordan rural and urban residents. The new broadband technology offered by NWIC will have the ability to match the speed and performance of fibre-to-the-home services. In addition, NWIC has also launched IPTV services, to further allow residents to have more consumer choice in their telecommunications by choosing local.

The investment being made by NWIC to deploy their new Next Generation Wireless Network helps put the Town of Lincoln one step closer to closing the digital divide, while making sure every resident and business is connected to reliable broadband internet in the community, offering more choice for our residents.

Bell Fibre Expansion (2023-2024)

In March 2023, Bell announced the expansion of pure fibre internet service to homes and businesses in Lincoln. The expansion program will bring all-fibre broadband access to approximately 7,000 additional locations in the Town of Lincoln. Fully funded by Bell, this broadband expansion program will provide fast and high-capacity 100% fibre connections with Internet download and upload speeds of up to 3 Gbps and access to leading Bell services such as Fibe TV. This is a $17 million investment in our community to bring direct fibre network connections to locations throughout the Town of Lincoln over the next two years. Bell expects to start construction in early 2024.

The Economic Development team at the Town of Lincoln have a role in coordinating with public and private stakeholders, community members, and other Local Area Municipalities on fast-tracking efforts to achieve the recommended internet service speeds in Lincoln.

Actions taken to date include:

  • Developing a detailed report for Council on the importance of Broadband and the available opportunities for the Town.
  • Partnering with NWIC on the Improving Connectivity in Ontario program (ICON) that is now in Phase 2 of the application process.
  • Working alongside Niagara Regional Broadband Network (NRBN) on developing detailed mapping and community engagement opportunities.
  • Supporting applications and projects from local telecommunication providers for the recently released Universal Broadband Fund, as the private sector will be a key component in delivering these infrastructure projects.

Looking ahead:

Through coordination with public and private stakeholders, the Town can fast-track efforts to achieve the recommended internet service speeds by:

  • Identifying funding and program opportunities for the Town to partner with local telecommunication providers (grants);
  • Providing expedited permitting applications to those providers wishing to undertake infrastructure projects to increase broadband availability;
  • Investigating the opportunities for incentives to reduce overall costs associated with large infrastructure projects;
  • Including the laying of wires and fire-optics as standard practice when conducting road work in the right-of-way.

    Thank you for your question. Eastdale Drive is included within Bell’s Fibre Expansion project. The area is expected to be completed by mid-summer 2025.

  • Share I live on Charles Street and have been here for 35 years. We have had Bell internet and Bell Mobility cell phones. We have had technicians out more times than we can count regarding internet issues. We have old lines and they keep patching but don't fix them. When working well, we are lucky to get 14 download and 1 upload. When can we expect a Fibre service in our area? It seems like all these new developments are getting the newer technology and the older neighborhoods are forgotten. With respect to cell phones, we cannot talk inside our house without the call breaking up. We need to go outside and walk around until we get service. Service is totally unreliable and this is unacceptable. We live in town and can't even make a call on our cell phones. The service got noticeably worse when Bell switched to 5G.     Thank you for your question. Bell is currently undergoing a phased approach of installing Fibre to the home in the Beamsville area, including the area of Charles Street. Although we do not have an exact timeframe on when Bell will begin this phase, we expect the Beamsville portion of the installation to be complete by the end of 2025.

    Regarding cell phone reception, the development of a telecommunications tower is currently underway near the intersection of Fly Road and Mountain Road. The proposed tower is expected to service residents and businesses through increased cell and data reception within a 6km radius. The addition of the telecommunication tower will be part of a bigger web of sites to establish a continual network. This site will take some of the pressure off the surrounding existing infrastructure so it will not only provide coverage, but also provide capacity to the network.

    Thank you for your question. Niagara Regional Broadband Network (NRBN) first installed fibre in the Beamsville area before Bell’s current investment. In most instances, fibre infrastructure is not shared between Internet Service Providers (ISPs). The timing of these installations is completely at the discretion of each ISP and is usually a result of what makes most financial sense to the company.

    Thank you for your question. Bell expects to start construction for Fibre expansion in Beamsville in early 2024, which includes the area of Beverley Crescent. No precise timelines on specific locations have yet to be provided from Bell.

    We can confirm that Connor Drive is in the service area of Bell’s proposed expansion project, as per their expansion announcement in March 2023. This area is expected to have construction commence mid September with the aim for the area to be complete by the end of November.


    For artificial turf, Bell would like to advise the team ahead of time to take this into account for their design while also move and adjust their running line if required. Bell and their contractors want to work with our residents to ensure they can accommodate the installation.     We can confirm that Crimson King Way is in the service area of Bell’s proposed expansion project, as per their expansion announcement in March 2023. The 7000 customers are located predominately in Lincoln’s urban areas of Beamsville, Vineland and Jordan with rollout of the fibre installation beginning in Beamsville and then moving East. Work is scheduled to begin in late Q3 of this year.

    We can confirm that Drake Ave is in the service area of Bell’s proposed expansion project, as per their expansion announcement in March 2023. As of right now, the area is still in the design stage and we anticipate that work will be starting in Q3 or Q4 of this year.

    Thank you for your question, we appreciate you taking the time to reach out to us. The Economic Development team has been working closely with Internet Service Providers (ISPs) to increase internet speeds across Lincoln. Currently, there are no known plans for service upgrades at this particular location, however, we have shared your interest for faster internet at your location with our various ISP contacts.

    We would also like to recommend inquiring with other key ISP’s in Lincoln as well as letting your existing ISP provider know that you wish to have the infrastructure upgraded in your neighborhood to allow for faster internet connections.

The broadband survey is being used to showcase data on internet availability and quality to private internet service providers (ISP’s). The Economic Development team has been working closely with ISP’s to identify the need for internet connectivity as a whole throughout the Town of Lincoln and have not identified specific areas for expansion.
