Project Background
In response to concerns raised from residents regarding excessive vehicle speeds and pedestrian safety along Hixon Street, the Town has collaborated with our Traffic Engineering Consultant, Urban Environmental Management Inc. (UEM), to develop a proactive traffic calming plan that supports safety, ensuring access for emergency services and winter operations, and promotes active transportation.
Project Description
This is a multi-year project and is proposed to include 3 phases:
Phase 1 (Interim Measures):
This phase is scheduled for early summer 2025. This will involve the installation of temporary measures that can be quickly deployed and monitored before the final phase is established. These measures are designed to have immediate impact and will include two temporary speed humps, reboundables for curb extensions, and digital feedback signs. These measures will be removed for winter operations (November 2025) but will be reinstated in spring of 2026 for another season.

Phase 1 (Ultimate Plan):
This phase involves the construction of permanent traffic calming measures, including the addition of raised crosswalks, speed humps, curb extensions and digital feedback signs. This work is proposed for 2027, pending budget approval.

Phase 2 and 3:
These phases are contingent upon the timing of the future development of the Calvary Church lands (Vintage Estates). Once the Town has a clearer understanding of the internal traffic calming measures of the proposed development, Phase 2 can be evaluated, planned in a holistic manner, scheduled and appropriately budgeted.
